The picture description you see above is stored as the Comment property within the jpg or png picture file. There are various ways to display the description/comment in the picture.

On Windows you can download the free, popular picture viewing tool called Irfanview. Go to the Irfanview "View" menu and select "Show Fullscreen options...". This brings up the "Properties/Settings" dialog with "Full screen / Slideshow" selected on the left. At the bottom on the right you can add "$C" to the codes for what's displayed in Fullscreen mode. Then click the "OK" button. You can also add the description/comment to the status bar by choosing "Viewing" on the left and adding "$C" at the right bottom. Fullscreen mode will show the entire description/comment no matter how long it is. The status bar shows only what will fit there. Enter Fullscreen mode in Irfanview with the "View -> Full Screen" menu item or with the "Enter" key. Cancel with the "Escape" key on your keyboard.

For the Mac, Linux, or Windows you can use the free "Exiftool". Usage is like "exiftool -Comment myfile.jpg" at a system command prompt.

I'm pretty sure any reasonably sophisticated picture viewing tool will have some method of viewing the file's comment. Wikipedia used to have a list of such tools that compared their features, but no longer.
